CONSULTANTS QUALIFICATIONS SELECTION (CQS)

The Centre for Coordination of Agricultural Research and Development for Southern Africa (CCARDESA) has received financing from various donors towards its mandate of Coordinating Agricultural Research and Development in Southern Africa and intends to apply a portion of these proceeds towards eligible payments under this contract. Payment by CCARDESA will be made only against approved deliverables, and will be subject, in all respects, to the terms and conditions of the CCARDESA financial Management Systems.
CCARDESA is a subsidiary organization of SADC and has the mandate of coordinating all matters of agricultural research and development in the SADC region. It facilitates implementation of various projects funded by different donors. CCARDESA offers vast discussion platforms and networks to key agricultural and nutrition stakeholders across the region, including national, civil society and private agricultural research and extension services, academia and policymakers.
The consulting services (“The Services”) include assessing the awareness and adoption of improved technologies that were made available to farmers and other end users, and assessing the productivity and welfare impact of adopted technologies. Among others, the study will include:
i. Adoption patterns of improved technologies, innovations and management practices;
ii. Affordability and accessibility of improved technologies by farmers and other end users;
iii. Evidence about the impact of improved technology adoption on poverty, food and nutrition security, changes in farmers’ income and other welfare aspects.
iv. Using value chain analysis, identify available opportunities, constraints and gaps, potential areas for improvement and interventions to enhance the adoption of improved agricultural technologies in the targeted countries.
The firm is expected to provide minimum of two key experts to undertake the assignment in 40 working days from February 2025.

The Centre for Coordination of Agricultural Research and Development for Southern Africa now invites eligible Consulting Firms (“Consultants”) to indicate their interest in providing the Services. Interested consultants should provide information (Comprehensive list of assignments showing description of similar assignments, Management Structure, experience in similar conditions) demonstrating that they have the required qualifications and relevant experience to perform the Services.
The best qualified firm to carry out the services will be selected in accordance with the Consultant’s Qualifications Based Selection (CQS) method set out in the CCARDESA procurement manual and based on the following criteria:
- The core business of the firm must be research;
- The Firm must have at least 15 years of experience and expertise in conducting similar assignments;
- The firm must have at least 5 years of experience in conducting similar assignments at the regional level;
- The firm must have a solid management structure with clear reporting formats; and
- The availability of experts.
The Consultant will be selected in accordance with CCARDESA's Procurement Manual.
