Title: Engagement of a Consultancy Firm to Develop a Regional Farmer Field School Curriculum on Climate Smart Agriculture.

The Centre for Coordination of Agricultural Research and Development for Southern Africa (CCARDESA) is a subsidiary organisation of the Southern African Development Community (SADC). With a mandate to coordinate agricultural research and development and contribute towards enhancing food and nutrition security and livelihoods in the region, CCARDESA was established in 2011 and started its full operations in 2013. In the SADC region, climate change and other related factors have significantly affected agricultural productivity, particularly in the smallholder farming sub-sector. As part of the response, CCARDESA received a grant from the World Bank to coordinate the implementation of the Food Systems Resilience Programme (FSRP) for Eastern and Southern Africa and intends to use part of the grant for consulting services.
The consulting services (“the Services”) include the development of a regional Farmer Field School (FFS) Curriculum on Climate Smart Agriculture (CSA) using an experiential learning model for demonstration, practicals, and application of learning content on farmers‘ own plots. The assignment is expected to be implemented for 40 working days over a period of 5 (Five) months from March to July 2025. This is largely a desktop assignment with minimum travel where required.
CCARDESA now invites eligible consulting firms to indicate their interest in providing the Services. Interested Firms should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The shortlisting criteria are:
QUALIFICATIONS AND WORK EXPERIENCE OF THE FIRM
- The core business of the firm must be Curriculum Development, Educational Research or related;
- The firm must have at least 15 years of experience and expertise in conducting similar assignments;
- The firm must have at least 5 years of experience in conducting similar assignments at the regional level;
- The firm must have a solid management structure with clear reporting formats; and
- The availability of experts.
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers, (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms in the form of a joint venture or a sub consultancy to enhance their qualifications.
Selection will be made in accordance with the Consultant Qualification Method (CQS) set out in the Consultant Guidelines.
